Lakers' TV deal and can it be used as FA mucle?

Ok, I've tried! I swear, I've tried to make myself at least literate about the NBA salary cap and how it all works. Sadly, I'm neither very bright nor am I an attorney (or is that mutualy exclusive?). As a result, I find the whole thing very confusing.

I know that if you are already over the cap, you can't make moves to take you even further over. I know that at some point of being over the cap, you begin to lose mid-level exceptions and such.

So, with all that lack of knowledge, I humbly submit this question; Is there any way the Lakers can use their humongous TV deal to sign free agents? Is there any way that it can be used as muscle to get way over the cap, sign the biggest names, pay penalties for one year, and then try to get back under the cap the following year?

This is America! Its impossible for me to imagine that 3.2 billion dollars isnt enough to out muscle your way around in most industries. Can anyone think of a way this insane TV deal can be used to our advantage?
